To brighten the whites of your eyes, you may have heard the makeup artist secret to apply a very light eyeshadow to the inner corner of the eye. Another great trick is to line the inside of the lower eye with a white eyeshadow. The best one I've found is NARS pencil eyeliner in Iceberg, pictured here.
